Multiyear Residence Permit “Talent: Qualified Employee” – What Changes?

A decree published in June 2025 introduces several new features concerning the multiyear residence permit “Talent – Qualified Employee,” aimed at graduates from higher education and professionals recruited in high-potential sectors.

1. Degree Obtained in France Equivalent to Master’s Level

If you have obtained a degree in France from a nationally recognized higher education institution that confers at least a Master’s level qualification, you may be eligible for this permit.

  • Decree No. 2025-52 of June 10, 2025 modifies the list of recognized institutions and degrees: it adds the University of Brest to the list mentioned in Article D612-34 of the Education Code, which defines degrees conferring the Master’s level by right.

2. Recruitment in an Innovative Young Enterprise (JEI)

If you are recruited by an innovative young enterprise (JEI), you can also benefit from this permit.

  • Article L421-9 of the CESEDA specifies that a company is considered “young and innovative” if:
    • It is engaged in research and development projects;
    • Or it is recognized by a public organization designated by the Ministry of Economy and Finance.

3. Transfer to France Within a Group

You may also qualify for this permit if:

  • You have worked for at least three months in an establishment of the Group,
  • This establishment belongs to the same company or group as the one for which you were previously employed abroad.
