A new decree fundamentally reforms the regulatory framework for professional residence permits.

Published in the Official Journal on June 15, 2025 (No. 2025-539), this development is part of the implementation of the immigration law of January 26, 2024, and the transposition of the European directive (EU) 2021/1883. Its aim is to make the system more readable, more efficient, and better suited to qualified profiles, project holders, artists, and international researchers.

  • Name Change: The term “talent passport” is replaced by the unified designation “talent residence permit.”
  • Motif Fusion: Several former titles are grouped under simplified mentions, such as “talent – qualified employee” or “talent – project holder.”
  • New Card “talent – medical and pharmaceutical profession”: Intended for healthcare professionals educated outside the EU wishing to practice in France.
  • Strengthened Conditions: Specific salary thresholds are established, with the obligation to demonstrate the economic viability of the project or freelance activity, as well as compliance with legal conditions for regulated professions.
  • Measures for the European Blue Card: Creation of a temporary residence permit allowing the right to work while the application is processed, with specific mentions in cases of international protection.
  • Processing Times: A maximum of 90 days for a decision on the “talent” card, and 30 days for holders of a European Blue Card coming from another Member State.
  • Family Member Regulation: Permits are issued synchronously with the main holder, with a harmonized duration.

Objective of the Decree:

To make the residence permit system more readable and efficient for qualified profiles, entrepreneurs, artists, and international researchers while ensuring better control of installation conditions.

From June 16, 2025.
